Are there Linux certifications for Debian like there are for RedHat?

Depends on what it should cover I suppose. I know that RHEL has some mostly to also help admins install and maintain Oracle (not supported on Debian b.t.w.)

is a good start? I see there are also RPM and YUM, but average this seems to be a good start.

LPI is always good. You are located in Germany and I know some people in the Oberhausen area are giving courses there.

Michael has been doing this for a long time. I must state it all depends on what you want to achieve. Specific jobs require specific knowledge. LPI is a solid base.
